The Developer-Adjusted Risk Index (DARI™) is our proprietary 1–10 scoring system that quantifies political and opposition risk for any development project or market. Every engagement produces a DARI™ score with a color classification.

1 – 3

Green · Proceed

Low opposition risk. The political environment is favorable and organized opposition is minimal or absent. Standard entitlement process is likely. Proceed with confidence.

4 – 6

Yellow · Manageable

Moderate opposition risk. Some organized opposition or unfavorable political actors exist but can be managed with the right strategy, community outreach, and narrative preparation.

7 – 9

Red · High Risk

Significant opposition risk. Strong organized resistance, hostile political actors, or a track record of defeating similar projects. Proceed only with a comprehensive counter-strategy.

Black · Do Not Proceed

Extreme opposition risk. The political environment makes approval virtually impossible at this time. We recommend walking away or waiting for significant political turnover.
